Window 10 stuck on "Choose privacy settings for your device"

After a lengthy upgrade to Windows 10, using Parallels 12, Windows seems to start up correctly but then shows a screen that say "Choose privacy settings for your device". There are two buttons at the bottom of this screen - "Learn more" and "Accept". Neither button does anything and the screen remains stuck there. Restarting Windows 10 returns to the same screen. Does anyone know how to get past this?

 

I also have this problem, tried everything but doesn't work.
