Window Manager to be Dock aware

There are numerous websites that have buttons installed at the bottom of the webpage. Attempts at clicking those buttons always activate the Dock to appear at the bottom of the screen. It would be helpful if the Window Manager had an option to place a Window above (or to the side of) the Dock thereby avoiding this problem. Thank you
