Windows 10 frozen in "restarting"

Using Parallels 17. When opening Windows 10 in the Control Panel, it keeps spinning " restarting" and when I try to quit it says "installing updates". However, it has been spinning for an hour, so something is definitely wrong. I've rebooted my Mac (10.15.7), run CleanMyMac, but still stuck. Hate to have to reinstall Windows again.

Hello, please reinstall Parallels Tools by following this KB.
