I've been with parallels pretty much from the beginning. They've followed a familiar support arc. 1) Buy the app for a reasonable price - get free (good) support. 2) Increase app price - get free (less good) support. 3) Change from buying the app to a subscription model and increase the price - get less good support again.
Same problem here. Tried 20201 and 20206 with the same freezes in restart with 0xC1900101 error. MacOS: 10.15.6, Parallels Desktop PRO 16.0.0. Beta releases works fine, currently on 19042.487. Unbelievable that since months Parallels does not give his interest to solve the problem, obviously is a boot issue.
Still unable to install Win10 Pro Dev Channel Insider Builds from 20175.1000 through 20211.1000 - hangs after second reboot. I started having the problem using Parallels Desktop Standard 15.1.4 (47270). Have since upgraded to Parallels v16 and added update 16.0.1 (48919) on Sept 14th, 2020 - still no go. I have been out of commission since late June/early July.

FWIW, I'm testing VMWare Fusion Player as a replacement to Parallels v16. If I can't use Windows Preview builds with the Parallels subscription I currently have, then I won't be renewing it.
