Windows 11 blurry text

Hello,
I just installed Windows 11 arm64 22000.348 with Parallels 17.1.1. I have to use "Scaled" view mode in Parallels due to legacy apps. However, the text looks very blurry on a 4k monitor (1920x1680 resolution, text 100% scale). I tried adjusting "smooth font edge" and clear type. Nothing worked. This didn't happen on my Windows 8.1 VM before. I'm not sure if there is any compatibility issue of Parallels 17 with Windows 11.

Is Parallels Tools package installed on the VM? Also might try issuing a Reinstall of the tools if you havent already done so.

What is the resolution set to in Windows?

Yeah, I've tried to reinstall Parallel tools. The monitor is 4K while Windows is set to 1920x1080 (Parallels "Scaled" view mode).
Also this is on a M1 Pro 14inch.

I understand "Scaled" view mode could produce somewhat "blurry" text but didn't expect it's worse in Windows 11 than in Windows 8.1.

okay, I somehow found a partial solution by adding a line
video.scale_filter=0
to VM Configuration > Hardware > Boot order > Advanced settings > Boot flags
