Parallels support team figured it out, the following suggestion solved the issue:
"This can be a permissions issue depending on where you have kept the files for the website you are hosting, can you please go to the Mac System Settings > Privacy and Security > Full Disk Access > Make sure Parallels Desktop is in the list and enabled"
