Windows 11 start menu not displayed in coherence

Since updating to 18.3.1, I am unable to see the windows 11 start menu after clicking on the VM icon in my dock when running in coherence. This worked when running in 18.3 - it is new with 18.3.1.

 

If I right-click on the dock icon and choose "View -> Start Menu" it will pop up the start menu, but it pops it up at the top of my screen (and sometimes on my external display) rather than near my dock.
