No matter what options I set on my windows desktop for the location of the icons (Arrange Icons By), or where I drag the icons, they get Auto Arranged upon a VM restart. Is this a bug?
I'm seeing the same thing. This didn't happen with 1970 or earlier. I think it has to do with how Parallels is now almost too flexible with screen resizing -- and remembering it -- which triggers Windows XP to rearrange the icons on bootup.
I prefer the old method of having a set default screen size that Parallels goes back to when shutting down XP, which ensures that Windows icon layout is retained.
