Windows in Fullscreen, Task bar is below the screen

Parallels 8 and Windows 7, in Maverick Host. I attach my Macbook air to an external monitor and use both Mac and Dell display simultaneously.
Parallels is on External display and in Fullscreen. Window's task bar shows up fully visible at first. Now put Safari in Full screen on Macbook air display. Swipe to Mac desktop and back and watch the Parallels desktop flashing and re-adjusting screen size and pushing the task bar down all the way. Like an overscan of some sort.
This is making it very hard to use Windows in Fullscreen on the large Dell monitor. Plus, the flashing of Windows screen every time I switch full screen apps is annoying.

Anyone else having this issue?
