IF you are using the Bootcamp install simultaneously natively and in Parallels, then technically it's just one copy, it's the same installation, the same partition, that is used. There's only one copy of Windows installed.
It's also impossible to key in two license codes for the same installation even if you wanted to.
You would need a separate license if you migrated the Bootcamp installation to a separate VM (virtual HD), creating a separate installation without removing the Bootcamp one. OR if you would create a new virtual machine with a new installation, for each separate installation as a virtual machine (not using the Bootcamp partition) Windows EULA requires a new license.
