Windows10 update error 0xc190011f on version 1909 even Parallels 15.1.2 on macos 10.14.6

Hi,
I'm using Parallels Desktop 15 for Mac Pro Edition 15.1.2 (latest) on macos Mojave 10.14.6 on MacBook Pro late 2016 (16GB RAM).
Guest OS is Windows10 Professional 1809.
I tried to update to 1909 from 1809 but failure with the error 0xc190011f.
Here is my trials.
- Update from settings menu
- Download tool from https://www.microsoft.com/en-us/software-download/windows10
The results of each trials are failure and the screen shows "Retry" only.

Does anyone have any idea to solve the issue?
