Work and Personal

Hi All thinking about getting an Apple desktop, ideally I'd like to run Parallels but have two seperate environments, one for work and one for personnel use. A few questions:
1. Can I have 2 seperate windows environments that don't share any information?
2. Do I need 2 seperate windows licences?
3. How much memory would be best to run the Apple environment and the 2 windows environments?
4. Have Parallels on my MacBook can I use it or transfer it to the new Mac desktop?
Not that tech savvy and probably using the wrong terminology sorry
