Is your Windows 7 on a Boot Camp partition or virtual hard disk?

Does your Windows 7 partition contain a file called bootmgr in the root folder? If the partition is a Boot Camp partition then you should see it in the Finder when the virtual machine is not running. If it's a virtual hard disk then you can right click the virtual hard disk or virtual machine and select Open with Parallels Mounter.

The Windows 7 disk should contain at least the following:
    Boot (folder)
    bootmgr (file)
    Program Files (folder)
    Windows (folder)

Maybe the Windows installer put Boot and bootmgr on a different disk?

I'm trying to install Windows from a CD-ROM and get the same message. I don't have a clue what to do.

Change VM boot sequence. Set CD/DVD device first or check "select boot device" option and select CD/DVD during VM start
