Can't access taskbar on bottom of the screen in modern applications

Moving my cursor to the bottom of the screen don't causes taskbar to pop up on Windows 8.1 update modern applications, instead I get Dock pop upped.

Parallels version: 9.0.23350
Windows 8.1: last version (updated one)

I found a solution: Turn on the Mouse option to optimize for games, this worked for me.
