Mouse hovering does not work in Windows 10 Guest OS

As an example, when I click a menu and hover over a "More >" option, the menu will not open automatically. I have to click it. Also, the menu options do not highlight when I hover over them. I have reinstalled Parallels Tools and rebooted (twice over the course of a week), and the behavior has not changed. Any troubleshooting steps would be greatly appreciated. Thanks!
 
This auto resolved after suspending and reactivating the VM. Not sure why restarting wasn't sufficient but there you go.
