Shutting Down Windows 10 VM within VM restarts

Within my Windows 10 VM I click shutdown - expecting the VM to shutdown normally and return to Parallels Desktop on my Mac. Doing this simply restarts the VM.

How do I shut down the VM safely and park the image as if the VM had been turned off?

This issue has re-emerged. I followed the previously posted instructions and the option suggested regarding quick boot is no longer available in my configuration. My Parallels edition is now ver 13.3.2-43368 and Windows is 10.0.17134. The power menu now only shows "When I press the power button" [Shutdown] and When "I press the sleep button" [do nothing]. The Shutdown Settings check boxes are Sleep [ ] and Lock [x]

Any thoughts on how I can shutdown my VM from within the Windows Dialogue as you would shut down a normal PC?
