Unable to shut down Windows 10

I'm running Windows 10 under Parallels Desktop 14 in macOS Mojave. In Windows 10, when I select the menu option to Shut Down, it actually restarts and a notification box with the Parallels logo appears that says, "'Windows 10' was restarted. The virtual machine processor was reset by the operating system."

Is there a way to break out of this and get it to shut down?

Hi FrankO1. Please follow the steps from this article and 'uncheck' Turn on fast startup option to fix it.
