Upgraded Mac to 65GB. Now Windows is sooooo slow

Hi.

I was running 32GB Ram on my 2017 iMac.

Windows ran really fast with 2 processors and 8GB allocated.

I upgraded to 64GB and then set 4 processors and 16GB to Windows.

Now it crawls. Especially during boot and shutdown.

I moved it back to 2 processors and it's still the same. Slow.

Suggestions?
