New Machine Keeps Restarting on 17

I am trying to use Parallels Desktop 17 with a permenant license, I tried redownloading the app, redownloading the iso for both Win. 11 & 10, downloading Windows 11 directly on the app, restarting my MacBook air, no matter what I am stuck on this screen constantly restarting.

Kindly proceed with the steps below:
1. Reproduce the issue.
2. Collect a technical report. To generate the report, right-click on the Parallels icon in Dock > Help > Send technical data > check "Attach screenshots..." > press Send Report, and provide us with the report's 9-digit ID in reply to this email.
