2 x Install Parallels Mac Business 17 Disappears-Nothing installed-Urgent

Have successfully installed Parallels business Mac on 2 machines, one who already had 15 and one with no old parallels.
Now trying install 17, on new machines that previous had parallels 9, one 10.15 and one Big Sur, in both instances installer runs through as if it's does somehting finally disappears and does nothign no new software installed.

Have tried both full install and that stub that pulls the installer, both act the same.

Neither installer gets to asking permissions, or setting privacy stuff.

This urgent for a project and I still have more people to do. Please advise how we resolve this quickly.
And of course, all these people are off-site due to pandemic.
