Yes it's normal for 2X Universal Printing to behave in that way. By default the paper size is always set to letter when even trying on local applications on your OS without any type of redirection.
If the paper size is set from the application prior to print, print job is successfully done according to the paper size set in the application on the TS.
Some applications will set their own paper size according to the paper layout set in the applicaiton. For example, with MSWord even though printer is set to print in A4, first preference is given to the paper layout size of the MSWord according to what format is set.
