5 User Application Server sometimes only allows 3 apps

I have a client testing the free 5 application server on Window 2003 R2. Every once in a while it says that the client cannot connect because you are only allowed 5 Published applications. When I check the 2X console it shows only 3 sessions listed but does not allow the 4th or 5th. The funny thing is that they only have 4 workstations to connect to the server and they have 1 published application which they can use. So I stop and restart the services for the 2X Application Server, Gateway and Agent and then all is fine again.

It appears that the 2X Application Server is getting the count of connections wrong even when the Information Tab is showing the right information. I have sometimes terminated a connection from the Terminal Services manager. Perhaps it does not recognize this.
