8.1 Update Show Task Bar in Modern Interface

This new feature doesn't work for me in Parallels. Moving the mouse to the bottom of the screen doesn't cause the task bar to appear. I checked the settings and Show Windows Store Apps on the Task Bar is checked. Tried it with Windows running in an OS X window and running full-screen.

Going to the top of the screen in a Modern app brings up the new controls for it.

Current version of everything running on a 2012 Mac Mini.

Any suggestions?
 
Looks like Parallels don't care about this, and others, problems. I don't see why I need to update to from 9 to 10 if the new version still have this problem, and other ones. I want this problem solved and I will note update until I get it.
