Access Windows folders when Parallels is not running

I've tried many things. Creating an alias to a folder on the Windows machine does not allow access unless Parallels is running. I've tried all the sharing options in the Parralels configuration, but still does not work.

Any ideas on how to access Windows files when Parallels is not running, or is this not possible?
