Another USB device problem with Parallels 11

I have a USB device (FLASH Writer) that is seen by Parallels 11 (Version 11.1.2 (32408) running on OS X 10.11.3) as an External Device. But my Windows 10 App cannot connect and does not see it. I have no problem in Parallels 10 or with a PC or even on a Mac running Boot Camp and Win 10. Any work arounds until this issue is resolved? Or how do I revert back to Parallels 10?

I do use other USB devices (debugger) with no problem, just this particular device.
