Application won't start in XP

Hello-

I installed an application (StampManage 2006) on my XP Virtual Machine. When I double click on the desktop shortcut, the hourglass shows for a couple of seconds and then nothing. Any ideas? I've uninstalled and reinstalled once or twice.
