Just wanted to know if the Parallels Application, when it starts up to boot the guest OS ... has a BIOS menu.

Does any sort of BIOS functionality exist. If so, which command or key shown I select to get into this menu.

No. All hardware configuration functionality (which usually done in BIOS menu) is located in VM configuration editor. Do you want to configure something in particular?

In your VM configuration under "Options" then the "Booting" tab
