can not deactivate and re-activate in a new mac

I'm following the struction from
In oder to change the parallels desktop 16 into by my new mac-book pro
I have both my old and new macbook-pro
Even if i tried log-out in my old macbook,
but i still got : "This license has reached its activation limit and can no longer be used to activate new product copies." in my new macbook
And it can not auto deactivate my registered device as KB123461 said
 
I just bought a new Mac to replace my old one and got the message "This license has reached its activation limit and can no longer be used to activate new product copies.", I have a perpetual license, please remove that restriction

We have made some changes. Please try activating your license on the new device again.
 
my license still not working, I only get the message of the limit of installations. I request the usage of my perpetual license
