Can not install Parallels Tools on new Win 10 update

Gets to 69% complete then i get the message 'There was a problem updating Parallels Tools'
Ii have tried all the options in the KB link
this is a fresh install of windows 10

Versions:
* MacOS 10.13
* Windows 10 - 10.0.16299 Build 16299
* Parallels Destop Pro 13.1.1 (43120)

I had the problem here since updating to fall creators - https://forum.parallels.com/threads/windows-10-fall-creator-update-rtm.342240/
I cleaned my partition and re-installed windows 10 and parallels
 
Hi @JoeB12, please use the steps below:
1. Start you Virtual machine and click on the "start" button"
2. Please type in the "Search" box "cmd" (without quotes) and hit Enter
3. In the Command prompt window please type the following command:
sfc /scannow and hit Enter.
4. Please check the results, restart your Virtual machine and reinstall Parallels Tools

If the issue persists, please follow the instructions to fix it:
1. Take a snapshot of the virtual machine to be able to revert the changes by going to virtual machine menu bar > Actions > Take Snapshot.
2. Download the attached registry fix in the virtual machine by opening this article in the Windows Internet browser.
3. Unzip the archive and run the fix.
4. Reboot virtual machine and install Parallels Tools.
5. Once Parallels Tools are successfully installed, delete the snapshot by going to virtual machine menu bar > Actions > Manage Snapshot.
 
Hi Paul, i tied both and neither work. It still fails at 69% - I've attached a screen shot....

Hi Joe, did you fix your problem? I have exactly the same message at 69%. Windows 10, Parallels 12, OSX 10.12.
I tried all solutions available on forums, also I tired the .reg provided here, I disabled antivirus. This is so frustrating because I think I already spent 5 hours on this problem. I restarted VM probably 100times in last 2 days.
