Cannot Access 2XWebPortal - Error 00/00000011

When I try to access the 2XWebPortal the web browser fails to connect and the following error is logged in 2X.

Error 00/00000011 Wed Dec 04 12:05:30 2013 Connection to localhost:81 failed

I am using the version 11.1830 and the latest download of the web portal 64bit version. I accepted all the defaults on installation and I can connect using the Windows 2X Client I just cannot connect to the web portal.

I am running on Windows Server 2008 R2 Standard. I had it previously working under version 10.5 but after I uninstalled ver 10.5 and installed version 11.1830 I now get the error.

I made a mistake when I said I could connect using the 2X client. I cannot because it says:

2X Client - 64.141.101.76
---------------------------
[260] - The specified remote computer could not be found.
Verify that you have typed the correct computer name or IP address, and then try connecting again.

The IP address is correct and I did have ver 10.5 working correctly on this server.
