Cannot Configure MacMail in Guest OS

MacBook Pro mid-2015 Retina
Mojave

In a MacOS (Mojave) VM When I try to configure mail I get the Signatures dialog BUT there is no menu8 or content. I can only close preferences. Of course this means I cannot configure Mac Mail which makes the VM sort of useless since mail is a daily goto tool.

I have:
  1. Rebooted Guest VM
  2. Rebooted Host
  3. Configured mail on Host (doesn't help Guest)
  4. Reinstalled parallels tools
  5. rebooted again
Nothing works. I thought the reason to buy Parallels 14 was because of the Mojave/Graphics compatibility specifically. It really isn't very good.
How then can I configure my mac mail client?
