Cannot convert VMware Fusion VM to Parallels - because the VMware VM is still running

I am unable to convert a VMware fusion Windows 10 virtual machine to Parallels 14. I've tried the steps that are suggested in earlier threads on this topic - uninstalled VMware tools, shut down the VM several times, etc., but still get a message saying that it can't be converted because the VMware VM is still running.
