Can't get to Win 7 Safe Mode

Mac OS X 10.9.5, Win7 Professional SP1. Followed the procedure in KB article 118732 to get to safe mode but neither holding the F8 key down or repeatedly pressing it (fast!) works. Has anybody gotten this to work?

Start windows normally. Run msconfig. On the "boot" tab, select safe mode. Shut down and windows will start in Safe Mode. To go back to normal boot, run msconfig again and uncheck the Safe Mode box on the boot tab.
