As a possible solution, kindly provide permissions to Parallels Desktop for
Accessibility and
Full Disk Access by referring to the steps in this article:
https://kb.parallels.com/en/124764 and try opening Parallels Desktop again.
If the issue persists, for us to further investigate this issue, we require a technical report.
Kindly follow the below steps to provide us with the technical report:
1. Restart your Mac.
2. Download Parallels Desktop 18.3.1 from the below link:
https://download.parallels.com/desktop/v18/18.3.1-53614/ParallelsDesktop-18.3.1-53614.dmg
3. Double-click on the downloaded dmg file mount to it into Finder.
4. Launch Terminal ( Finder > Applications > Utilities > Terminal).
5. Execute the following command:
/Volumes/Parallels\ Desktop\ 18/Parallels\ Desktop.app/Contents/MacOS/prlsrvctl problem-report --send --stand-alone
6. Wait for the Technical Report to be generated.
7. Reply us back with 9-digit Technical Report ID.
