Please make sure that you are using Shared Networking. Then click Start -> Run and execute cmd.exe. Type in the appeared window command "ipconfig /all". Then, without closing the window, click Parallels Destkop menu "Help"->"Report a Problem", send a problem report (it is not necessary to provide description) and post here the report ID.

The computer in question does not have outside access. I have captured the folder and files which the report creates. How can I get them to you?

After looking at some of the data you requested I see that "IP Routing Enabled" is set to NO in ipconfig.
How do I set this to YES?

Usually you don't need. This setting has meaning for multihome server to enable routing between interfaces

Hi,
At appeares that your configuration is not correct. The VM is in the "Shared Networking" mode. In this type of networking the VM should have IP-address like 10.211.55.x and setting static address to 192.168.0.x will not work.
Normal settings (advised to most users) is Shared Networking and enabled DHCP in Windows..
If you need some advanced features (like sharing files in VM and allowing to connect to VM from other computers in the network), you can do some experiments with bridged networking.. Most likely you intended to assign static address to VM and make it to be part of your home networking. Try to change the networking type to Bridged (either to "Ethernet 1" or "Ethernet 2"). May be this will make the networking work.

I may have the same IP for both the Mac and the VM session. Could that be the problem or is that standard?

If you mean that VM will get the same IP as MacOS - it is not quite so. For the SharedNetworking there is a process prl_naptd that acts as router and translates the internal shared networking IP 10.211.55.x to the outer traffic.
