cmd-, not working in Guest

Whenever I attempt to use cmd-, to open preferences in an app in a macOS guest, it opens the Parallels preferences on the host. How can I make this stop? I have Preferences -> Shortcuts -> OS X System Shortcuts -> "Send OS X system shortcuts" set to "Always" but this still happens.
 
Thanks, while the article itself didn't solve the problem, I found that somehow preferences on the first entry were changed and thus causing primary key combos to go to Parallels instead of the actual VMs.
