Coherence Mode on Parallel Desktop 12 not working

Hi,
The coherence mode on parallel desktop 12 is greyed out with macOS Sierra version 10.12.6 I have uninstall and re-install it does not work, please advise?

If you have already uninstalled and reinstalled Parallels Tools, make sure you are not in any other view mode like full-screen.

I am definitely not in full screen mode, anything else that can cause this?
