Command Line and User Paths

I am trying to learn Windows Command Line using Windows 7 in Parallels 6 but can't seem to find the path to my user on the c: prompt!

My exercises require getting to these directories via the command line:

All users desktop:
C:\Users\Public\Desktop\

All users start menu:
C:\ProgramData\Microsoft\Windows\Start Menu\

I'm wondering if Parallels limits or alters the command line paths.
