Conflict between parallels sharing network and OSX internet sharing

I am getting an error " Conflict between Parallels Shared networking and mac OS Internet sharing" Parallels detected that MacOS internet sharing is active. I have disabled internet sharing on mac OS, rebooted VM, rebooted computer and am still getting this error after confirming internet sharing is turned off on the host machine. This is specific to a single VM, I have 3 other VMs on this machine all window 11 for ARM that are working fine.
