Constant Refresh with 10.6.7 and 11994

I having an refresh issue, the display seems to refreshing about every minute, which causes Win7 to redraw windows, the problem happens in both Coherence and full screen mode.

I have two monitors and the second Philips monitor did have an issue of switching on an off, but this has recently been fixed thanks to a new cable (really weird). But the issue happens regardless of the monitor being on and off, so I don't think this refresh issue is related.

It is really annoying and some apps show this refresh worse than others. This has only started since 10.6.7, and I understand this update did have changes in the video system. Any help would be appreciated as this is a pain in the A@@!.
