Hello krs1105, Parallels Desktop Control Center is a part of the Parallels Desktop graphical user interface. It's a window that lists registered virtual machines that the Mac user can run and use. When the Windows is shutdown then when you click on the power button in control center will start the windows virtual machine and when it is open and running, it will go to Suspend when you click on the power button in control center.
