Copy VM to another machine

I am trying to move a VM to a new machine, and the permissions are locked such that I can't copy. I also can't just clone it from the new machine across the network. And when I try to change permission on the VM, I am locked out because I don't have permission. Is command line and SUDO my only option, or is there something simple i am just missing?
