Creating a VM with TPM for mass deployment

I am trying to create a VM for mass deployment. Windows 11 requires the use of TPM and will not create an image without it. Since of course TPM generates a keychain specific to that VM, I need to be able, if at all possible, to have the TPM not take effect until it is added to a new instance of Parallels.

This may be a long shot or an impossibility since the VM is created already.
