Default to suspend no longer working

I set my preferences to "Suspend on exit" and the VM indicates that turning off the VM may lose data. In the Beta this would suspend the VM. I could click the close button on the VM or the power off item on the menu and the VM would suspend. With the RC this functionality no longer seems to work. I hit power off or close the window and it attempts to "power off" the VM.

I also noticed that the power off item on the menu is now a check/toggle. I say no to power off and lose data and the item is checked on the menu.

Broke for me too, exact same symptoms, except my preferences are set to "Ask me what to do". I upgraded from Beta6 to 1832 RC. This may be a new "feature" of the RC, but it is a different behavior than the Beta6. The text in the Preferences dialog box is confusing. It reads:

VM Shutdown Behavior [which is the what it controlled in Beta6]
Default action to perform on application exit:

Seems to me that these are two separate Preference topics -- one regards VM Shudown (Parallels app remains running), one regards application exit (quitting the Paralles app). The User Guids are even confused. The "Parallels Desktop for Mac OS X User Guide.pdf" (available in the .dmg file with the RC installer) page 65 has one confused description, the "Parallels_Desktop_for_Mac_User_Guide.pdf" (available as a download from <http://www.parallels.com/en/download/desktop/>) page 64 has the old description.
 
I have found the behavior intermittent. If I suspend using the menu item then the next time I try to close the VM window I do get it to suspend. However, once it has suspended this way, the next time, it will try to power off the VM. So sometimes it works and sometime it doesn't.
 
This information was in announce letter.

1. Suspend functionality was moved to former "pause" toolbar button.
2. Pause functionality is available now only from menu VM->Pause.
3. "stop" button acts now like stop button.

The GUI setting you talking about is applies now to system app shutdown menu (cross button).
