deploy connection settings to All Users

I'm not sure what I'm missing but I am unable to create a default connection setting for every user on a PC.
I"ve tried creating the 2XSettings.2xc file, and it auto creates the connection setting for the currently logged in user, but when I login as a different user on the same PC, the connection is blank.

I've also tried this syntax, but I just get a blank default install:
msiexec /i 2XClient.msi SERVER=”ip here” SERVERPORT=80
