Discount offer to upgrade to v16. Is it deceitful?

Last year around this time, Parallels offered a discount to upgrade to v15.
A few weeks later, v16 came out. I wrote to support saying that Parallels knew well that v16 was imminent, but hid this from their users.
I asked for a discounted price to upgrade to v16, but was rebuked.
Now there is a promotional price to upgrade to v16.
Is this another commercial trap from Parallels, with v17 about to be released?
 
Will the current version work for the upcoming MacOs Monterey? If it doesn't and a promo is offered right before MacOS Monterey - then this is really deceitful.
