Do I have to buy 13?

In apple/turkey "Parallels Desktop 12" is selling.. If I buy Parallels Desktop 12 for students, can I upgrade version of 13 for free? I can't buy item from abroad, only at apple.. I am using "Parallels Desktop 13" trial version and I'm very happy with this. What should I do?

For customers who purchased and registered a copy of Parallels Desktop 12 for Mac from the Parallels Online Store or an authorized reseller on or after August 1, 2017 through October 31, 2017, are eligible for an upgrade to the next version of Parallels Desktop for Mac at no charge. You can purchase Parallels Desktop 12 and please refer http://kb.parallels.com/124229 to get your free upgrade key to version 13.

If I buy Parallels Desktop 12 for Mac from the Parallels Online Store, how can I get the code? E-mail etc.? live in turkey, do you send with cargo? If you can send with electronic environment, I can buy your product.
 
Hello @MuecahidA You will not be able to purchase Parallels Desktop 12 in Parallels Online Store. In our website, you will be able to purchase only the latest version(Parallels Desktop 13). Please contact any reseller link Amazon, Bestbuy, Etc.
