Dreamweaver CS6, can't install on either Windows XP or Windows 10

In Windows 10 I click on the Set-up file and then I get an error message. "Configuration error"
Please uninstall and reinstall the product.
Error 16
In Windows XP when I click on Set-up nothing at all happens.

It's the latest version of Parallels. Just downloaded this morning.
Any thoughts?

Hi Peter White. Please follow the steps from this article as mentioned by the Adobe Support team and check if it helps.
 
I followed the directions in the article. No change. I still get the same error. The article you point to refers to Creative Cloud or CC applications. Dreamweaver CS6 is not a Creative Cloud application. It is the last version of Dreamweaver that you can actually purchase and own. No need to pay Adobe month after month for the rest of time.
 
Isolating is separating Windows virtual machine from Mac by enabling isolation sharing of folders, files and applications between Mac and Windows will be disabled .You can isolate Mac and Windows by following steps in this article
 
Is this just for the purpose of installing Dreamweaver? Or is this how I would have to run Dreamweaver? If the latter is the case, it defeats the entire purpose of using Parallels. I need to be able to copy and paste from my database and image folders to Dreamweaver.
