I know that running a developer beta isn't supported and I assume the risks... yada, yada. I just wanted to point out that Parallels 11.1.1 (32312) will not install or run in the El Capitan 10.11.3 beta. The previous version of Parallels 11 was running fine in 10.11.3, but I got the update alert for Parallels so I went ahead and installed it. Now, the installation is corrupt. The application is zero-k and has the icon with the circle/slash through it. The error is ' You can't open the application "Parallels Desktop" because it may be damaged or incomplete'. I tried completely removing it and all related files before reinstalling, disabling SIP, making sure apps are allowed from anywhere in security prefs but nothing works. I'll hold off for the official release of 10.11.3 and hopefully an update to Parallels.

Can you try a previous version of OS X like 10.11.0 or 10.10 as a virtual machine, try updating to the latest build and let us know how it goes.

The user updated his Host OS to El Capitan 10.11.3 beta and Parallels Desktop (the latest version) stopped working. So he's already in the latest build, and because he can't even run Parallels there's no point in telling him to try different OS X VMs.
Exactly. I can't run Parallels at all to try anything within the application on that machine. I did, however, try installing the OS X 10.11.3 beta and latest parallels on another machine and there was no issue so I'm looking into any possible problems or incompatibilities specific to that system.

Please uninstall Parallels Desktop 11 for Mac using the removal tool > perform repair disk on Mac OS > Restart your Mac > Reinstall Parallels Desktop & let us know how it goes.
I figured out what is going wrong. The permissions are incorrect. No access is being given to the admin group. I manually changed the permissions (including the package contents) from the command line and it worked. I haven't figured out why it would be installed with these permissions yet. If I remove Parallels and reinstall it, the permissions are set this way every time. Other apps install with the correct permissions.
