Error 1723, Problem with Windows Installer Package, DLL Required

Trying to run an installer (IdenTrust) and get "Error 123, Problem with Windows Installer Package, DLL Required," and then the installer quits. Called the maker of the app, and they haven't heard of anything like that. They know that it runs fine on Win 11, but they don't know about the ARM version. Anyone know any work arounds?
 
I have the same issue. IdenTrust send me the latest client software and it still comes back with error 1723. If I install the same application on my regular MacBook Air, non-silicone, it installs fine.
